CPR’s standardized health plan Request for Information (RFI) questions on health care payment and delivery reform serves as a common tool for sourcing and comparing health plan proposals. CPR’s Model Contract Language also serves as a common tool that purchasers can use to stipulate that their health plan partners implement value-based payment and delivery reforms. Together, these tools help purchasers create a critical mass of demand for health care payment and delivery innovation.
CPR’s health plan Request for Information (RFI) on health care payment and delivery reform allows employers and other health care purchasers to query health plans about their current provider payment and delivery practices and their plans for future reforms. Specifically, the RFI helps health plan clients monitor the amount of total physician and hospital payment that is provided in payment methods that are sensitive to provider performance or designed to create incentives to cut waste. The RFI contains a strategic menu of reform areas that gives health care purchasers and plans the capacity to plan, implement and evaluate payment and delivery policies that promote high-quality and cost-effective care. Purchasers can use the RFI to collect consistent responses from prospective health plan partners and select the partner that best meets it’s needs. Together with CPR's model contract language on payment reform, the RFI helps to coordinate the purchaser “ask” and send a clear signal about expectations for health care payment and delivery reform. CPR invites all health care purchasers and health plans to use its RFI and welcomes suggestions for improvement.

Model Contract Language
CPR’s model health plan contract language outlines bold expectations by purchasers for progress on health care payment and delivery reform from their contracted plans or third-party administrators. The model contract sets out a shared agenda among purchasers for payment reform and highlights immediate opportunities to reform how health plans pay doctors and hospitals for delivering care. The Model Contract Language focuses on value-oriented contracting, price and quality transparency, market competition, and tracking and reporting progress on payment reform. Together with CPR’s health plan RFI questions on health care payment and delivery reform, for use in sourcing and selecting health plan partners, the Model Contract Language helps to coordinate the purchaser “ask” and articulate clear expectations for health care payment and delivery reform.
